Do you have dual graphics adapters?
Go to the Windows Control Panel and select Hardware and Sound and then select Device Manager... In Device manager you click the + sign to the left of Display Adapters... and see if 2 are listed

Before you delete the BadDrivers.txt file according to my instructions in the link provided you, have you attempted to update the driver version of the video card/graphic card that your computer uses?
If you have two card situation, recent users have gained success by disabling the added card and just leaving the built in card enabled.
Let us see what video card/graphic card information you can put together as suggested. That deletion of the BadDrivers.txt file can be a life saver under certain Premiere Elements computer situations.

Sorry for the long wait to reply - yes, there are two items listed under the Display Adapters in the control panel box. I am not sure which one to delete.
They are listed:
Intel (R) HD Graphics Family
Radeon (TM) HD 6490M
Please try to disable the Radeon (TM) HD 6490M and run with the Intel HD Graphics video card/graphics card.
Is that possible to maintain a working system?
