Hi there everyone. I have PE 13. When I download HD video (1920x1080) from my Galaxy S3 it plays fine in the preview window. I then transfer it to the editing timeline where it also plays fine (unrendered - yellow line) The prompt then asks me if I would like to render. When I render the video on the timeline (it becomes the green line) it plays terribly! It lags and jerks. Very strange. Any ideas as to why this happens? Thanks.
Premiere Elements (many versions) has problems with video recorded with a variable rather than a constant frame rate.
Cell phones, iPad, iPod, and other devices produce video with variable frames rates.
The solution has been to take the video into the free HandBrake program to obtain the H.264.mp4 with constant frame rate version which is then taken into Premiere Elements project with its Add Media/Files and Folders/Project Assets.
If you need to prove to yourself beforehand if you have video with variable frame rate, you can download and install the free video and audio properties readout program named MediaInfo. In its Tree View, the video properties should show 3 frame rates if a variable frame rate condition
minimum frame rate
maximum frame rate
Just be careful in your choices in the downloading and installing of MediaInfo since it is know to travel with unwanted baggage.
