You should have no problems using version 12 on Windows 10.
I have Premiere Elements 12/12.1 installed on Windows 10 Home 64 bit and Windows 10 Pro 64 bit, and no problems running and using this version and others.
As I have been writing, Premiere Elements successes and failures are the same before and after upgrade to Windows 10 64 bit.
Premiere Elements has a requirement for QuickTime 7 and the practice has been to use "latest" version of QuickTime 7 which is at this time 7.7.8.
Apple has a problem with 7.7.8 for Windows 10. Consequently, I am recommending QuickTime 7.7.6 until Apple straightens out its QuickTime 7 situation with regard to Windows 10. QuickTime 7.7.6, although not actually the latest version, does meet the Premiere Elements System Requirement.
Also, update 12 to 12.1 using an opened Premiere Elements 12 project's Help Menu/Updates. 12 has a text style issue only in its Expert workspace, that is fixed in the 12.1 update.
