This is not Adobe. Rather essentially a user to user forum.
Adobe is the only one to correct your Premiere Elements program activations/deactivations (for crashed computer and other).
So please try again to contact online Adobe Chat (the way to go)

Thanks for your help. I realize this is a user to user forum and only Adobe can help me with product deactivation. But I was having trouble accessing the chat earlier. It was only giving me community forum as support option. When I tried the link you provided, I was able to access the chat and had my issue resolved. Thanks again!
