Assume an InDesign character style labeled "French". The HTML should code like this:

How to map HTML Language Attributes for export such that 'lang="fr"' is included as an attribute of this span tag in the exported HTML or Flowable EPUB?
If InDesign will only perform this task for Fixed EPUBs, what is a programmatic way of handling this, other than having a human hunt for each instance of "French" throughout the exported HTML document, *without even a way to perform an automated Search/Add* query?
indesignCC does set the language Attribute acording to the language specified in the character-/paragraph-style.
Assuming that you are stuck with an other version there is always the way of GREP / Regular expressions.
With an text editor like TextWrangler(Mac) Notepad++(Win) you can finde the opening <span class="stylename">and replace it with <span class="stylename" lang="fr-FR">.
The same is possible with Sigil if you are producing Epub files.
