Look at the Keep Options for the paragraphs where there are jumps (either in the paragraph style if you're using styles, or in the Paragraph panel or Control panel menu).
Also, use the Story Editor (Edit > Edit in Story Editor) to view hidden characters which might be in the text (for example, a frame break or a page break character)
Thanks for responding! I have no settings for keep options and have the invisibles turned on so I could see things like page breaks, but there aren't any. It's very strange. If I open the text frame see if it needed more space it will fill the text frame, but as soon as I bring it back to the proper margin the text jumps back to the next page. The other thing I tried was to delete a few character spaces following the last word on the page and it immediately started deleting the first characters of the first word on the next page. Very weird.
Check both the paragraph before the jump and the one after for keep options.

It might be a little late, but for other users with the same problem this might help:
Are you in revision mode? Then it could be that you locked the pages. Simply go to Production > Unlock pages. Done!

I am having the exact same issue. I'm using the most current Indesign CC and OS El Capitan 10.11.6. I'm working on an Indesign CC template provided my my client. The text was imported directly from the original Word doc. No Keep options anywhere. HELP!!!

This is a rather belated response. I had exactly the same problem as described. I tried to change the keep options in the style I was using but to no avail. I then discovered that when I looked at the style settings on the first page of the paragraph style options, the keep options were still there. I am using CC 2017, so a bug in the system. I created a new style from stratch - problem solved.
I have been having this problem all week and couldn't even find the right way to google the solution... but Thom, your solution did it! I'd just been checking the keep settings over and over and over again, and frustratingly nothing was working. I was working on pages that were almost 90% blank with no page breaks, no column breaks, no apparent reason the text would have jumped to the next text box! But indeed, looking at the "general" paragraph style summary, there it was: "keep".
A tip to add to Thom's, because I was working on 6 different files that were all formatted off my "basic" style which can't be deleted -- you can also click "revert to base" and you won't need to replace the paragraph style you're working with, you can just fix the one you were already using. Voila! THANK YOU!
