Has anyone been able to solve this issue of a placed video in InDesign going to the front once exported to an interactive PDF? I've tried putting it on it's own layer, behind another element, putting the element I want in the front on the master page, in a higher layer, pasting in the object I want in front of the video later (trying the whole pasting order thing). I'm not sure what else I can try. Is it just a case of video trumping anything else that's on your page? Let me know! I'm using CC 2015 on a Mac. Thank you!
That’s just the way it is.
To elaborate, that's the way PDF is structured. Interactivity is always a separate layer above page content. Also applies to buttons, for example.
