You have to set the initial view in Acrobat.
If you're talking about Print PDFs, the View and Layout menus are new features in InDesign CC 2015. You'll never get them in InDesign CS6 which will never get any updates, I'm afraid.
Time for the subscription to Creative Cloud if you want updates.
You have 2 versions to export PDFs, PDF (Print) for printing purposes and PDF (interactive) for screen use.
Initial view settings in PDF (Print) were introduce in ID CC 2015, in PDF (interactive) they are available since CS5 with some refinements in CS6.
It can be set up or changed in Adobe Acrobat Pro, right click on a document > Context menu > Properties …

Thank you for your quick response to my query. I have many of these PDFs that need to have the Two-Up view and my office will not be changing to INDD CC any time soon. Do you know of any plug-ins that might do this or is there a way to make the Acrobat properties automatic when saving a PDF? Thanks again for the help.
First of all, you can export as PDF interactive from CS6 as the view properties are only important for screen use PDFs, which are created best with PDF (Interactive), for print purposes initial view doesn't matter anyway.
Depending on the Acrobat Pro version you can use a batch and set up the save as section to your needs. More questions you should put into the Acrobat Forum.
