Please quit the creative cloud application.
Open Task manager (in Windows) or Activity monitor (in Mac)
End or Force quit all the Adobe related processes like Coresync, CClibrary etc
Once done, please try to launch Creative cloud application and see if it works.
Also, which operating system are you using?

I quit Creative Cloud and see no open CC applications...re-started it, and have the same problem
Please navigate to Applications and try to launch Lightroom directly from that location.

Yes, I was able to launch Lightroom...and can launch Creative Cloud...but still cannot access Creative Cloud Applications (all the other windows open)....
