I have a Wacom tablet but I don't use it when I drag layers, I use a mouse. The Wacon tablet it's not conected.
I don't have a touching screen. It's a MSI GE72 apache Pro with Windows 10 instaled over Windows 8.1.
There have been some issues reported by folks where After Effects doesn't respond properly to mouse movements. Such as it won't let go of keyframes when you let go. It's very frustrating and nobody has found out what the problem is yet. One common factor seems to be that Wacom tablets have been installed on the system. Even if the Wacom isn't being used, just the fact that the driver is installed seems to be enough.
But the issue doesn't plague everyone with a Wacom, so it's not a simple problem to figure out.

Problem still persists.
