I have a long list of complex technical specifications in table format and instead of trying to tag these we would simply like to put that these specifications are available upon request. What would be the best way to do this?
I don't really want to treat the text as a figure. I've considered putting in an invisible box of white text that contains "NOTE: technical specifications......"
I am not aware of anything in the major accessibility standards, WCAG 2.0 or ISO 14289 (PDF/UA), that would allow for that approach. Respectfully, I really do not think there is a "best way" to evade accessibility requirements. But if you go there anyway, tagging the entire table as a figure with alt text would be one way to do the trick.

Most certainly one can jabberwocky a PDF (or any digital file) but that won't yield an accessible PDF / file (PDF/UA, WCAG or otherwise).
