We would need some more information from your end to assist further:
- What is the make and model of the camera used to capture pics?
- what was the source of import in Lightroom?
- Which version of Lightroom are you using?
Could you please try to copy those files on desktop and then, import in Lightroom to check if Lightroom is able to read the previews from desktop location.

Source: A 2TB HDD I use for archiving and cataloguing. All the images have been processed in Corel PSP.

It could be possible that processing those images in Corel PSP is causing some conflict.
Are you able to view those set of images outside Lightroom? (the ones that show preview unavailable)
If possible, can you upload one of those images and share a download link so that we can test the same at our end.
It seems unlikely that Corel PSP would affect some images but not others.
I have not yet managed to find an option for importing from the desktop.

I can’t find a Desktop option in the Import dialogue. I can report that moving files to other HDDs does not change matters.

I downloaded and tried to import in Lightroom on my end but it gives the same message "Preview unavailable" at my end as well.
I tried to open those files in Photoshop and it gave the error related to ICC profile while opening and got the conclusion that Lightroom is unable to read the preview because of the color profile.
If you will check the color profile of those images labelled "will not import', it is "grayscale"
I changed the color space for them to be "RGB" and saved the image again and I was able to import them in Lightroom after that.
Would suggest you to do the same and let us know.
