Kiosk building: how do you create an interface that launches a .exe program on the hard drive?

I would like to make a kiosk application on my workstation that ideally would open up in a browser window. I'd like that to be HTML based if possible so I can custom design it.

My goal is to launch an .exe file that is on my C-Drive via a link or button. So for example, there would be a button that says "Notepad" and when I click on it, it opens up "notepad.exe". Another button would launch Photoshop, a third Illustrator, etc.

Back in the day, I probably would have tried to do it in Adobe Director. Director seems to be an old, outdated product that is no longer sold or supported. Using the Adobe Creative Cloud Suite, how would I do this?
