Properly terminate HLS live stream after encoder stops publishing

The only discussion that I found that is similar to the problem we're experiencing is Clearing application buffer after a live stream ends

but suggestion resolution didn't help (adding &adbe-record-mode=record to stream name).

Problem is that after the publishing is stop, AMS keeps streaming the last ~30s of the unPublished stream. Also I tried playing around with Event.xml settings but

applications/livepkgr/streams/_definst_/streamname/* keeps on persisting regardless of how much time passed since streaming ended (even if you try accesing the same stream day after it stops it will still play/stream the last chunk).

Encoder (we tried FMLE and WIrecast with same results)

FMLE with recommended settings end the stream with:

What else can we try to set on a AMS side in order to app/stream be terminated once encoder stops publishing?
