You can add text to your videos by going to the Text menu at the top of the program and selecting New Text/Default Text.
Once you've added text to your timeline, you can customize it by double-clicking on the title to open the Title Adjustments workspace.

Once the title is created in the project's Titler and the Titler closed, you can position the title in the Timeline to where you want it to appear in the frame.
Depending on the export choice, work with the Safety Margins on (right click the Edit area monitor, select Safety Margins...to get rid of Safety Margins just repeat). The inner rectangle is the not to exceed area for titles.
You can have static titles, rolling, or crawling. Also look at use of title templates (lower3rd type).
There is no closed caption in Premiere Elements.
