Why does BC keep saying my password isn't adequate when signing up for Admin rights?

I am trying to add an Admin user to one of my sites, but when we enter a password (using caps, numbers, lowercase, and special characters) a message keeps popping up that we need to choose a password with all of these fields - which we are!

Can anyone help?
