We have not seen any issues with this Functionality
Just checked mine (Lightroom 2015.2.1 latest) works perfect!
Check what is selected in the History panel?select different history steps

Is it just the keyboard shortcut that's not working, or do the menu commands under View > View Before/After also not work? Many people are complaining that CC 2015.2 and CC 2015.2.1 have broken some keyboard shortcuts.
not sure whether this is just a shortcut issue.
When I go and check your suggestion View > View Before/After I am not really sure whether and how it should work from this menu. All I can do there is to get "\" checked or unchecked for Before&After functionality so no matter I am not sure how it should work from there, I does not seem to be working.
One correction\news from my end.
It does not really work on first picture in the stream however just realized it works fine for next photos.
Pretty weird. It is still a bug but definitely much less harmful than having it present across the board.
Doing View > View Before/After > Before Only is exactly the same as typing "\" (when LR is operating normally); when there's a checkmark, you're in "before" view, when there's no checkmark, you're in "after".
Make sure the toolbar at the bottom is showing by doing View > Show Toolbar. For that first pic that has problems, when you do View > View Before/After > Before Only, does "Before" show in the lower-left corner of the toolbar?

And when you invoke Before Only again, does "Before" disappear?
that's right. I see "Before" when pressing "/" and when pressing it again "Before" disappears.
But again, it appears not to be working on that one photo only.

So even though "Before" is appearing in the toolbar at the bottom, the display isn't changing for that one pic? The preview cache may be corrupted (for that one pic, at least). You can safely delete the preview cache here to force Adobe to regenerate all previews, as described here: Re: "Lightroom encountered and error when reading from its preview cache and needs to quit". But if it's just that one photo, may not be worth that pain.
