What version of InDesign are you using? Do you see a Manage Plugins option?
I am trying with CS6 and CC2014, same problem in both.
There is no Manage Plugins options anywhere.

OK, I just looked, and in English the command is Help > Manage Extensions... (or you can launch the Extension Manager as an application from the Start menu in Windows, or, I would guess, from the Applications folder on Mac. There will be versions for each version of InDesign.
Many, if not most, plugins are version-specific so you need to be sure that what yo are trying to install will actually work in CS6 or CC 2014.

I have the plugin for CS6 and CS2014.
In a very old computer, with CS6, I have the option "About Plugins"
inside the "Help" menu
but when I installed the CC2014 and CS6 in a new computer with W10, the
option does not appear.
The CS6 is in a virtual machine with Windows XP.
Both of them have the option mentioned by you, "Manage Extensions" but I
was not able to activate the plugin using this option.
I forgot to mention that the plugin is "DTP - Paragraph Border".
You might want to contact the plugin vendor for more help.
