Is Premiere Elements installed on the individual computers on the network and only using the network to access the project and media files? If so, it shouldn't run slow, assuming you've got a good, fast network and you're working from fast Windows workstations.
If Premiere Elements is installed on the network, however, and the individual computers are using it over the network, things get a bit iffier.
Meantime, you are using an older version of Premiere Elements, or I'd recommend you contact Adobe Tech Support. This is a user to user forum, and most of us can only speculate about the unique issues of Premiere Elements on a network -- especially if the program is not installed on the individual computers.

The application is installed on the local computer, the project and media files too.
I fixed the problem by my self.
I edited the hosts file of the local computer and redirected the Adobe Internet Services to 127.0.0.1.
Maybe the user now can not use some functions of the application, but I don't care.
After changing the hosts file the application starts in 10 seconds.
Good suggestion to ask the Adobe support, but it looks like that the only support for Premiere Elements is this forum.
Adobe said on their site, there is onlysupport via Support Community and Chat, but I could not found anywhere the chat function.

There is certainly Adobe support for Premiere Elements via chat on their site. However, they often only support the current version of the program.
Just seeing your thread. Thank you for the good news that you have resolved your Premiere Elements 12 issue. Great job.
But, the possible involvement of the hosts file settings has been known. And, it is typically one of the steps in troubleshooting Premiere Elements 12 issues of cannot open and some other.
Best wishes moving forward with your Premiere Elements workflows. Have you updated 12 to 12.1 yet using an opened project's Help Menu/Updates?
