There is no Premiere Elements Pro.

Thank you for the follow up information. The Error 16 is typically associated with licensing errors.
Lots of links. Focus on the principles since many of the links are from non Premiere Elements products and some from Mac instead of Windows which you have.
I would suggest that you download and install and use the Adobe Licensing Repair Tool as a starter. It also shows Premiere Elements as an affected program.
The following specifically includes Premiere Elements in programs affected.
Have you done a uninstall reinstall of the program (reinstall with antivirus and firewalls disabled)? And, you might want to consider running the ccleaner (that is not the Adobe CC cleaner) after the uninstall and before the reinstall. CCleaner - Download that free version will be all that you need which will include regular and registry parts.
