Premiere Elements 11 on what computer operating system?
Working in the Expert workspace, the principle is
Video 2 Title
Video 1 Video
Position the Timeline Indicator in the Timeline to where you want the Title file to start. Open the Titler, create the Title. In the process a copy of the Titler title will be placed automatically at the position of the Timeline Indicator in the TImeline and also in Project Assets. Close the titler. If you need to edit the title further, double click the title on the Timeline, and edit the title in the Titler that opens.

If you just want text, use "default text." It should be placed in video track 2, where it will overlay any frames under it in track 1.

I know all that and have already shared that with Harry Purcell, the originator of the thread, who asked the question. Consequently, are you trying to tell me something else?

No offense. I was just adding to your reply, because it wasn't clear that Purcel understood layering.
