What model of camcorder are you getting your video from and how is it connected to your computer?
Are you trying to do DV data capture firewire into Premiere Elements 14 capture window using a Window 10 64 bit computer? It sounds like it.
The DV and HDV capture firewire feature is removed from Premiere Elements 13/13.1 and 14. This was written about for version 13
in the following Adobe document

The last version of Premiere Elements to have the DV and HDV capture firewire into Premiere Elements capture window is Premiere Elements 12/12.1. And, Premiere Elements 9.0/9.0.1 should have this feature also.
I have used Premiere Elements 9.0/9.0.1 on Windows 10 Home 64 bit without issue. What is the issue that you have with it on Windows 10 64 bit?

Hi there - I have the same scenario but an even older source - a Sony GV-D800E video Walkman which can convert Hi8 tapes into digital format. Sony provide free software called PlayMemories which has a tape import capability which works with iLink/firewire as you would expect. I have used this on Windows10 to create avi files which I then import into Premiere Elements 14. Windows Moviemaker v12 can also be used to import from DV tape. Being a sony utility it works well with Sony Handycams.
The only annoyance is that the auto division to create multiple avi files based on in/out points on the tape does not appear to work in Playmemories or MovieMaker - so you cannot just stream in a complete tape or you end up with a huge avi file.
It is pretty poor that you can do something in free software that you cannot do in a specialist video editing package like Premiere Elements - many people have built up libraries of hi8/Digital8/MiniDV tapes and need to edit them.
In your decision making, did you look at firewire with
HDV Split HDVSplit 0.77 beta if you had different source for HDV data?
Did you run into any problems with DV AVI type 1 versus DV AVI type 2 when it came to importing your split clips into a Premiere Elements project (14 or other)?
