When I want to process a picture that will be printed elsewhere let's say at Costco, I seem to have two choices. First, select soft proofing in the develop module, create a proof copy, make corrections and export the file in jpeg format using the printer profile. The second method involves the print module. I create a proof copy and process the file in the print module and print the picture as a jpeg file using again the printer profile. Which method is best? Thanks.

Exporting is the usual way of getting images out of LR: https://helpx.adobe.com/lightroom/help/exporting-photos-basic-workflow.html
In case you have setup print template,y ou can also use "print to file" in the print module.
