I'm going to give you a relatively generic answer that will start you off on a guideline to building your own system if that's a route you think you'd take.
Start with an intel i7 processor, either the newer 6700k or the older 4790k. They will have different motherboard chipsets.
start with 16gb of RAM if you can't budget for 32. Make sure you leave two slots open to double this when and if you need to (newer cameras, higher res, higher bit rate codecs)
Have a very fast main system and programs drive. At this point, it must be SSD. 256gb is sufficient and many get away with only 128.
Have another SSD as your working files drive. 500gb-1TB. If you can't budget for this, use a higher storage 7200rpm mechanical hard drive like the western digital black.
Optionally and highly recommended, another small drive for thumbnail and cache files etc. Best it be SSD, probably don't bother if you can't budget for SSD. This is a luxury option.
A geforce graphics card with 4 or more GB of RAM. This helps tremendously in accelerating your workflow and reducing frustration while editing.
I am correcting my own advice in this reply, as further reading has allowed me to discover that the best bang for the buck CPU for your needs is the Intel 5920 processor with 6 cores. It is the one I have chosen myself for my new build.
