What computer operating system is your Premiere Elements 13/13.1 running?
Please try updating the Adobe Application Manager.
Even though that does not spell out Premiere Elements 13/13.1, it does work to give you Adobe Application Manager (for Updates) for your program in its computer environment that will give do the updates normally.
Before you do that, you might try going to Help Menu/Updates and determining if removing the check mark next to Adobe Premiere Elements 13 in the Update dialog Preferences gets rid of the cyclic 13.1 Update matter.

Thank you for your responses. As you suggested, I went to the Help/Updates, and found that 3 items were marked for updating, the Manager, Photoshop Elements 13, and Premiere Elements 13. On a hunch, instead of unchecking any of them, I thought I'd see what would happen by letting it update all 3. It took a while, but, long story short, the merry goround has stopped, and all seems well. Thank you for your posts, much appreciated. Walt Maken
