Persistent Change Bars in Frame 12

How do I keep Change Bars persistent in Frame 12? After enabling Change Bars, I save my file, reopen it, and all Change Bars are gone. There appears to be no <?Fm ... call in the XML file either.

Structured FM as in

1) Defining a XML Application in structapps.fm

2) Create EDD and DTD file for it

3) Create template and Read/Write rules

Then yes It is.

The file is a .xml file and when I import in Framemaker it validates across the "dtd" defined in XMLApllication.
