Premiere Elements 13/13.1 on what computer operating system? Assuming Windows 7, 8, 8.1, or 10 64 bit for now.
The DV and HDV capture firewire feature is removed by Adobe from Premiere Elements 14 (latest version) as well as the prior version 13/13.1. The last version of Premiere Elements that has this feature is 12/12.1.
Since you write that you just purchased Premiere Elements 13/13.1, the purchase was not from Adobe since it only is selling the latest version 14 as a download. Consequently I am assuming that you purchased from an authorized reseller. When the purchase is made that way, you are governed by the return/refund policy of the person/company from whom you purchased the product.
There are several programs that offer capture features which will give you split clips from the capture to be brought into the Premiere Elements project with Add Media/Files and Folders/Project Assets instead of Add Media/DV Camcorder or HDV Camcorder.
