What version of Premiere Elements and what computer operating system?
If you are lucky, once you respond to the first or the first few "Where is the file ______?" messages, the rest "might" reconnect automatically especially if they are all in the same folder.
Just in case mention....when you import files into the project, all you get are copies of those files (each remains on its hard drive save location). But, those copies in the project need to trace back to the original files where they were when first imported into the project. If you move, delete, or rename files and folders that went into the project after the project save close, then you are in for troublesome media project reconnects.
The "Where is the file ______?" are specific for the named file and type of file.
Let us see what happens after you reply to the specifics of the first several messages.
I'm running Premiere Elements 8.0 on a Windows 8 machine.
In my case, I did not move the media files, but I moved the Premiere Elements directory, which appears to have disrupted the media connections. Currently, the media files are in many different folders. I'll consolidate (at least some) into one folder, and see if the reconnect happens.

Just in case miscellaneous notes if you are working with Premiere Elements 8.0 Windows 8 64 bit.
1. Be sure to be working from the 8.0.1 Update of 8 Adobe - Premiere Elements : For Windows : Adobe Premiere Elements 8.0.1 update
2. Be sure to disable the automatic Background Rendering (in Editor preferences) and AutoAnalzyer Options (Elements Organizer preferences)....they are major grabbers of computer resources can bring the project down when both left enabled.
