Do you work with paragraph styles? You should do it.
I suppose you have an invisble character at the end with different properties. This can be avoided with the consequent use of Paragraph styles.
Please turn on hidden characters. My guess is that the paragraph return is larger font size.

I am kinda new to ID, and am muddling through the learning process. I have just gotten my arms around character and paragraph styles.
My question now is how do you set "paragraph return size'?
I can take another screen shot with character styles if you think looking at that might help?
The leading is defined by the paragraph style, it can be overwritten with character styles.
The distance between 2 paragraphs is defined by the space after of the first and space before of the second paragraph.
It should be defined in styles.

I think this is all starting to click, thanks for your help and patients, with an id newbie, I'm a photographer who has been forced into doing a little of this type of work.
You'll want to turn on invisible characters so you can see that return, then you should be able to select it and make the necessary changes, or if you open the Paragraph Styles panel with that paragraph selected you will no doubt see a plus sign after the style name indicating a local override. If the bulk of the text is as the style defines, you can old down the Alt/Opt key and click the style name to remove the overrides, but you won't want to do that if you reformatted the whole thing.
