First, try going to your Creative Cloud app, going to Preferences and signing out, then signing in again.
If that doesn't work, then you may need to use the Windows command for quitting processes. I'm a Mac user so can't tell you how. CC app runs about six processes (Creative Cloud, CC Libraries, Core Sync. etc.) Force quit those processes and relaunch the Creative Cloud app and they'll be started up anew.
Tried to close all adobe apps, restart, sign out.....
nothing did the job. Amaizingly, the pannel does work in Premiere!
