You cannot edit multiple images at the same time in Develop module.
Multiple images can be edited via Quick Develop panel in Library module
or, you can edit a single image in develop module and copy paste or synch the edits with the other images later.
Figured it out. I had somehow disabled Auto Sync
You can edit multiple images at the same time in Develop module - as well as the other options mentioned.
This is done by clicking on "Auto Sync" at the lower right corner of Develop.
So long as this mode is active, if you only have one image selected everything behaves normally. If you have multiple images selected then the editing of the "most-selected" image proceeds as usual, except that each particular new change you make to that one, is applied to the others too. Their other settings are left alone.
This does not involve an extra step, therefore is very fluid and powerful in use. You simply do something to ten images, rather than to one. For the same reasons, some users find this a little dangerous. Unintended edits may be applied to many images without warning.
Therefore: turn this back off whenever you don't want it - and/or, be especially cautious whenever you have multiple images highlighted.

Yes, I completely understand this can be done via Synch option and I mentioned the synch edits feature in my post.
I meant this cannot be done only if you have multiple images selected and synch not turned on, the way it can be done via Quick Develop panel
Chetna: the reason I responded was because you had described Sync, not AutoSync.
Sync is a separate operation, (carried out after making the edit) - also requiring further action: the user has to manually choose which settings get copied across.
Auto Sync (which the OP prefers to use) is both automatically selective, and immediate. Once turned on (before making the edit) there is no further action needed, as you work. Changing ten images works the same as changing one image - the same as using Quick Develop, except that in Develop everything is absolute, not relative.
In other words: AutoSync does allow you to "edit multiple images at the same time in Develop".
