It is the CC 2012.2.1 release. The earlier version that I used until a few weeks ago run without problems.
OS is Windows 10 on a 4K screen.

Known bug if you are using monitor scaling. See here Lightroom 6.2: Map module doesn't handle HDPI correctly (Win 10)
Unfortunately, even though an adobe employee "notified the engineers", past experience shows that this is not a guarantee of a fix.
Here is an employee bug acknowledgement example from 4 years ago that is still not fixed. There are MANY like this. Lightroom: always case sensitive for extended characters: øæå ÆØÅ
do you know why this bug first appeared with the latest release and not before?
I have not changed the hardware nor the Windows 10. Everything was perfect with the previous LR CC2015 release -> It must be a bug of latest LR release.
I am sorry for the inconvenience caused to you.
Our engineering team is working on the bugs reported in the latest version of Lightroom.
An update will be rolled out very soon with the bug fixes.
We are still working on details and timing. In the meantime, if you need to restore previous version, please refer to this document on how to roll back to Lightroom 6.1.1 (Instructions to roll back to a prior update version).
