- Go to Lightroom > Preferences.
- Click on the General tab
- Uncheck “Show ‘Add Photos’ Screen”Restart Lightroom
- Also please Go to the Preferences > Performance Tab, and uncheck "Use Graphics Processor "
- Restart Lightroom and see if it works.

A number of people have experienced this problem -- see this topic in the official Adobe feedback forum: Lightroom: Can't access the Export dialogue. Neither Jeffrey Tranberry (Adobe Chief Customer Advocate) nor Julie Kmoch (Sr. Development Manager) have been able to suggest successful workarounds. Given that, I highly recommend that you roll back to CC 2015.1.1 / 6.1.1, the last stable release: http://www.lightroomqueen.com/how-do-i-roll-back-to-lightroom-2015-1-1-or-lightroom-6-1-1/. Even Adobe now recommends this when you encounter serious problems. Wait until Adobe cleans up the mess with 2015.2 and let others do the beta testing.
