I received warning messages that my hard disk was nearly full so I deleted a lot of image files, emptied the trash and it will not launch.

Also see Configuration error | CC, CS and make sure you have Read/write access to these Folders as mentioned in the link
I'm not on CC so signing in and out of CC doesn't apply to me.

It just freezes on to the splash screen so I have to force quit to get out of it. I had a look for the system library>SLCache folder to rename the folder but couldn’t find it. What would renaming the folder do to help launch the program?

If Lightroom fails to start and do not return an error report.It is an authentication issues in most cases
You need to access system Library
- Click on Go to Folder in Finder and type " /Library "
Then navigate to Application Support/Adobe an rename the two folders.
If you cannot find the folders reinstall the Application
