Yes. I have Photoshop Elements 11 and Premiere Elements 11 on Windows 10 Home 64 bit, and both are working. My primary program is Premiere Elements so that is the one that gets the major work outs.
Be sure to have QuickTime 7 installed on Windows 10 64 bit along with Premiere Elements 11. Apple has problem with QuickTime 7.7.8 (latest version) on Windows 10. But QuickTime 7.7.6, although not the latest version of QuickTime 7, will meet the Premiere Elements requirement for latest version of QuickTime 7. QuickTime 7.7.6 for Windows
My general impression continues to be that Premiere Elements issues are the same before and after upgrading to Windows 10 64 bit.

I install Windows 10 on my computer and Photoshop elements version 11 and Premiere element 11 work perfectly. My printer and scanner are well installed and work perfectly. But you were right with Quicktime 7.7.8. The image transfer from elements to premiere element do not work. I replace it by Quicktime 7.7.6 and everything is OK.
