What version of Premiere Elements, and what computer operating system?
The YouTube viewing options are YouTube determined as far as I have ever known.
But, I can tell you how to get a Premiere Elements product that meets your specifications.
Is the screenshot showing the properties of what you have uploaded to YouTube at the YouTube web site?
If you are ever going to make adjustments in the YouTube playback settings, I guessing that it is going to be from some place like
Please supply details requested.
I am using Premiere elements 13. The screenshots are showing my video after being exported from premiere elements to my computer.

Also, its not that my video on YouTube won't play HD. It's just that there is NO Hd....As in the only quality option there is is 360p...no 480p, 720p, or 1080p. With the camera that i used I should have all those options available. Does that make sense?

Did you run through those YouTube Account Settings/Playback settings and still no change it the viewing opportunities?
Your MediaInfo video audio readouts indicate that all your settings are HD.
The only thing that I would question would be the sending of interlaced video to YouTube and depending on its deinterlacing which it will put your video through in converting it for its purposes..
Do you have any footage recorded with a progressive frame rate that you can upload to YouTube at the YouTube web site to note if that makes a difference in the quality that you see and the viewing setting opportunities?
My settings were actually already at where you recommended and there was still no difference. Other videos that I have uploaded in the past in HD all work fine and play at 1080p.
I downloaded a different video taken from the same camera and still the same problem occurred where the only quality option available was 360p.

This is not a Premiere Elements issue from what I have been able to put together. What computer web browser are you using - Firefox or other?
