The difference is between the images is due to the way image is rendered in the ProPhoto RGB space of the develop module and the sRGB color space of the library module. In the develop module use soft proof mode, to check out of gamut for sRGB in red.
By desaturating it you can bring it into sRGB gamut at which point it should look just like the way it's rendered in the library module.

When Libray and Develop views don't match, it's usually caused by a broken monitor profile.
And the yellow cast in the histogram is another symptom.

If using sRGB as monitor profile fixes the issue, you should ideally calibrate the monitor with a hardware calibrator.
