They work for me. They work for everybody else too. They're some of AE's most basic effects.
Now, the trick is going to be to figure out what's different with your setup.
Are you trying to run AE on Linux? Are you trying to run AE version 4.0 on Windows 10? Are you applying your effects to an Adjustment Layer that's set as a guide layer? Have you applied your effects to a null layer? Are you trying to work in a comp with the obsolete ray-traced renderer?

Screenshots would also be extremely useful.
If you're affects do not work you probably have the composition sent to Ray traced rendering. Check the composition settings. If you did set the composition to the ray traced renderer you should've seen a warning that told you that effects and a bunch of other things don't work with those settings.

It would be good to remember that it is only software and there is only ONE GOD all else is subject to faults.
I'm sorry; I didn't mean to come across as arrogant. Your post just said flat out that those effects don't work, so I was just pointing out that they do work and we just needed to find out why they didn't work in your case. I'm sorry that wasn't clear.
Yeah. and a rookie would do well to understand that while AE is "only software", it's some of the most convoluted & complicated software you'll run into. The newest version of the application is riddled with bugs, has features that have been turned off and can be challenging to get running at all depending on your OS. We don't know squat about your machine, your OS or your AE version.
So a lame, "hey, this stuff doesn't work" complaint is... well, useless.

If your feathers get ruffled so easily, you're not going to have any fun with this software. Lighten up.
If you plan on working in the video or film business you need a little thicker skin if you are going to get along. I've been at this for 45 years and I'm questioned all the time on my ideas, techniques and creativity by folks that know a lot more and a lot less than I do. If the effects are applied to a layer and they don't work then the Layer is 3D and the Ray-traced renderer is on. If that is not the problem then the layer is either a guide layer or a non rendering layer like a null, or the effects for that layer are turned off at the layer level. The best way to diagnose an unexpected result is to select the layer with the problem in the timeline and press the U key twice to reveal all modified properties. If nothing jumps out at you then check to make sure you are looking at the active camera and then start turning things on and off.
