attach a screenshot showing your timeline and the properties panel with one of your sounds' keyframes selected.
assuming you have a typo in your first message and 24.8 is supposed to be 28.4, i don't see a problem there.
again, assuming the typo, remove that 28.4 sound a test if you hear the sound at 16 and confirm you have an inadvertently placed sound.
Yes, I meant 28.4. That was my bad, when I run my animation using the play button, the sounds appear when they should, when its indicated in the timeline. The problem is when I test the animation, using Ctrl+Enter, the sounds appear much earlier.

No, they are just played earlier.
I tried to delete the sound layer and do everthing again, the same happens, I also tried to put all the sounds in the same layer, its the same...
Could you post a screen grab of your Publish settings, including the drop-down menus for the sound settings?
Within the timeline, double-check to see if the keyframes which trigger your sounds are set to "stream" or "event" or...(whatever the other one is called).
Also, see if you can get some information about those original sound files.
Click the link next to Audio stream and see what it says in there...
I hadn't had time to look this up again.
But, ran into the same issue a few years ago.
For now, try switching your audio keys to "event" for movie exports.
I vaguely recall experiencing something to do with the sampling rate deviating from the original file.
Your files are presumably at 44.1 kHz. If you change the compression to "Speech," you can select a similar bitrate (44kHz).
If memory serves correct, that should do the trick.
Please let me know either way and, I can take another look later.
It's coming back to me a little bit...
To paraphrase what we encountered back then, "Event" locks the sound files to trigger at the specified frames, while "Stream" allows the audio files to slip. To me, that sounded ludicrous. I never looked up why that would be the case (perhaps if you just want your graphics and audio to load as quickly as possible and you are not concerned with sync).
But, give it a try...
Thank you very much for the help, that solved it, I changed the key-frame sync option were the sound should start to "Event", and created a new key-frame were I wanted to stop the sound with the sync option "stop", and it works great.
