I have just made a new website on dreamweaver (my first time) and I used an ftp to put everything online but when I go to the site on safari or google chrome, my logo image does not appear. I don't think it is because I didn't put the images folder into the ftp because I did and the background image is working and it has the same set up. I did check my html and I believe it is correct as far as the image goes, it shows up when I do preview live on google chrome and safari but no matter what it won't show up (it just is a question mark) on the live site!

In your CSS you have:
For BC all paths, even with your logo that while works now, wont work if you go sub folder structure (/this/something/page.html) have to start with a forward slash / to tell BC to read from the root.
Also to avoid issues on the web images need to be all lower case, no spaces (use -) and no numbers at the start. You will run into issues in a variety of ways if you do not do that.
In terms of your image - Is it uploaded, is that the right file name, did you spell background wrong... These are things you need to check.
My question was answered, I had sourced my image in the html to the 'image' folder but the folder in my finder was in fact 'Image' with a capital i so it didn't work, now it does!
