How long ago did you install the programs for the first time? And, are these requested Sign Ins popping up in Premiere Elements 14 as well as Photoshop Elements 14?

Is could be that you are using certain features which require one time first use activation when you are offline. If that is the case, give yourself a little bit more time online to get everything activated. Just a reminder, you will need to be online for certain Online Services.

Add On....if you are within 30 days of purchase from Adobe, you can request return/refund. If you purchased elsewhere, then you are governed by the return/refund policy of the seller.
