What version of Premiere Elements, what computer operating system?
What is your intended export?
If earlier than 14, generalizing....in sharing area, you click on the Advanced Button of the preset to get at the advanced export settings and remove the check mark next to Export Video.
At Timeline level, right click the video audio file and select and click on Delete Video.
If you are exporting to /Computer/Audio, you do not have to remove the video
If you have 14, I will go into that details next.
Lots of possibilities that need more details for a reply.

Version 13. Windows 8. I would like to import the audio into a DAW. Cubase to be specific.
When I export the audio only through the share panel it is a AC3 file which is not recognized.

I would like to mix the audio in my DAW, Cubase.
When I export through the share panel I get an AC3 file which is not acceptable. Any options?
Premiere Elements 13/13.1 on Windows 8 (assumed 64 bit)
Have you exported your Timeline content
and then selecting one of the presets to give you aiff, aac, mp3, or wav audio file?
If the Timeline file has video linked to the audio, you do not have to remove the video before the export.
When you get to Publish+Share/Computer/, you may not see the Audio choice. It is toward the bottom of the list of choices under Publish+Share/Computer.
To see it, use the thin scroll bar to the right of the choices to scroll down the list until you see Audio.
