Unfortunately, many people who make such requests are not knowledgeable about what they are asking for.
A 14x20 at 300 DPI/PPI is a 4200x6000 pixel image, 25.2 MP.
Your 18 MP files from the T2i are 3456x5184, certainly "hi res" as long as you are not cropping a lot.
As long as you export a version of the file without resizing it down, you should be fine.

What would be the best way to export to follow the festivals guidelines and still be at the greatest quality that the T2i photo can be?

The original answer by Mrinmay will not produce an exported file that can be printed at 14x20. Your photo does not have the proper aspect ratio.
In order to get the file to print at 14x20, you first MUST crop the photo to a 14x20 aspect ratio. If you leave out this step, the printer will do the cropping for you, and you probably won't like the result.
Then, in the export dialog box, you can export while UNchecking "Resize to Fit".
The requirements clearly state printing up to 14 x 20 inch. That doesn't mean the files have to be 14 x 20.
Just export your files as they are, no resizing at all is necessary.
Set ppi to 300 just to keep them happy. That's the only reason - a lot of people seem to think the 300 ppi number has some special significance. It doesn't.
