Your camcorder is a tape-based HDV camcorder.
While you can not capture the video from this camcorder in Premiere Elements 13, you can edit the video in Premiere Elements once you capture it.
You can capture your video in Windows using the free download HDV Split.
On a Mac, you capture your video with iMovie.
You asked specifically about Premiere Elements 14, not Premiere Elements 13/13.1. But the answer is the same. The DV HDV data capture firewire feature is removed from versions 13/13.1 and 14 (current version). The last version to have this feature is 12/12.1. As suggested previously in your thread, you can capture in other applications. Then you can import the captures into the Premiere Elements 14 project with the Premiere Elements Add Media/Files and Folders
