You have two options:
1. Upgrade to LR CC 2015 / 6.
2. Download the free Adobe DNG converter and convert your raws to DNG before importing them into LR 5.7.

You can buy an upgrade from LR 5 to LR 6 for $79 in the US: Products. After you add LR to the shopping cart, you can change "I want to buy" from "Full" to "Upgrade". But beware the fine print: Buying the upgrade will give you access to bug fixes and new cameras, but not to LR Mobile or new features introduced after 6.0, such as Dehaze. For new features, you'd need to wait until LR 7.
Otherwise, you can get LR Creative Cloud for $9.99/month in the US, and you'll get LR Mobile and new features as they are developed.
Like some, I am slowly becoming more confused the more I read about ACR, Lightroom and DNG.
My first digital camera was a Sony A100. I can use the Raw ARW files in Lightroom 4 and use the facility in Lightroom to save as JPEG for use in CS6.
I have recently bought Panasonic TZ70 that uses RW2 raw files. My understanding so far is that I cannot use RW2 files in Lightroom 4. I also understand that I cannot convert the RW2 files to DNG unless I have Lightroom 6 at the minimum even though you have suggested that Lightroom 5.7 can be used according to your response to another enquirer. Adobe's website states the minimum is Lightroom 6. Can you please confirm which Lightroom is the correct one for the converted files from RW2 to DNG.
I also am given to understand that because I am using Vista I am not able to use the DNG 9.1 Converter unless I upgrade to Windows 7 or above.
Ultimately, the answer I need is, what do I need to upgrade to, and or download, in order to be able to use my RW2. files in Lightroom?

A clarification: LR 4 handles RW2 raw files from some Panasonic cameras, but not from your particular camera (TZ70).
I just verified what you've already learned:
- To load TZ70 raw files directly into LR, you need LR CC 2015 / 6 or later. LR CC 2015 / 6 requires Windows 7 or later.
- To convert TZ70 raw files to DNG format (which LR 4 can import), you need version 8.8 or later of the DNG Converter, but that requires Windows 7 or later.
So to handle TZ70 raw files, you need Windows 7 or later. I just converted to Windows 10, and my first two weeks experience confirms what lots of reviewers have said, that Windows 10 is significantly better than 8 and fixes most of 8's annoyances. I think the upgrade from Microsoft is free?
Once you've upgraded Windows, you can either upgrade to LR 6 ($79 in the US), subscribe to LR CC 2015, or stay with LR 4 and use the most recent DNG converter 9.3 (free).
