Premiere Elements 10 on Windows 7 64 bit.....
Whenever I see the version being Premiere Elements 10, the first question is "What video card/graphics card does your computer use?" If it is a NVIDIA GeForce, there is a 99.9999999% certainty that is the issue. The answer is to roll back the driver version to May 2013.
Once we rule out that factor, then we can go on to other troubleshooting strategy.

You are right, my NVIDIA is GTX 670 and I did the Driver rollback thing on the Device Manager...
that took it back to a 4.3.14 version, and now the rollback button is greyed out !
NVIDIAs driver download site only offers drivers back to 2014
Any Idea how I can get the older drivers ??

Our only hope is if Premiere Elements 10 worked with the older NVIDIA GeForce GTX670 driver version on your computer, and the older driver is still on your computer.
If you have not already, go to the Device Manager/Display Adapters/NVIDIA GeForce GTX670 and bring up its Properties/Driver Tab. When you click on the Roll Back button, you should get an opportunity to pick from driver on the computer. If that does not work...
I went hunting online. Not sure if this would work.
You put my nose in the right direction , but not with the roll back button...
Using the " update driver " button > browse my computer > let me pick a list... > brought up quite a selection of my older drivers !!
( I tried later manualy searching their location with no luck...just for curiosity )
I chose the driver 18.1.13 ver 18.104.22.1686 and off I went into BS adventure ( I did make sys restore point 1st though )
By a miracle I did not have to use it : after several restarts the PC finely booted up normally with the 2013 driver in place.
It has solved the problem with Elements 10
