Quite often there are discounts out there that let you pick up the program for less than Adobe's upgrade price. So it's worth grabbing it!
There was a recent thread regarding wanting to buy Premiere Elements 14 but not finding an "upgrading" pricing.
In the end, Adobe helped the user work out the details.
In the "buy" link that you are looking at, I would suggest that you use the online Adobe Chat link (if there) to talk to the representative
about the Premiere Elements 14 pricing available to you. Compare that to other possibilities and then make your decision.
Since the Adobe purchase has a 14 day return/refund policy, you may want to look at the free 30 days tryout Premiere Elements 14 before purchase.
That does not force you to buy direct from Adobe.
Please let us know the outcome as your schedule permits.
