You wouldn't expect move in Import from Another Catalog.
Could the problem be that copy (which performs the physical action of copying) isn't possible because the photos aren't available? Maybe fix this in the original catalogue before you try Import from Another Catalog again. The Add method can still work, regardless of whether the file is available.
The photos are in the other two libraries but there is no option to consolidate (copy) to the new library. And libraries are different than catalogs.
Libraries are not different from catalogues, and the word is often used as a synonym or by Aperture users who used the term there. There is no Lightroom command "import from another library". There is a Lightroom command "import from another catalogue".
The term Library only exists in a few places in a catalogue - for example in the Library module, and in Library Filters. You only have one Library inside a catalogue.
What exactly are you trying to do? Please use exact Lightroom terms as you see them in the Lightroom interface. If you are using Lightroom in a language other than English, do say so. Post screenshots too if that will help you explain. Also say which version of Lightroom you are using.
