What computer operating system is involved?
What version of QuickTime 7 do you have installed?
What were the export settings that you used in Premiere Elements 12/12.1 to produce these videos?
Have you tried to play them in the free VLC player?
If not, please download and install that player and let us know the results.
But, to make sure that I am understanding your situation....
You say that the Premiere Elements 12/12.1 produced movies cannot be played with QuickTime or Windows Media Player. Is that the only problem?
Can you import those MPEG files into a Premiere Elements 14 project with the project's Add Media/Files and Folders?

The problem started when I bought a new PC and had the data transferred. At that point the files changed and became unplayable.
I have Windows 10 . I was told that Prem Elem 12was not compatible with it so I upgraded to 14 but the files still don’t work>>
open w quicktime-- video but no audio
open with windows media player-- audio but no video
Videos that were not edited using Adobe PE 12 remain playable
I tried “reloading” a video into PE14 and then re-saved—the result was a clip that played video but with distorted audio
