What version of Premiere Elements and what computer operating system involved?
In the absence of details, I would generalize....
Import your water droplet png (water droplet on transparent background) into the project Video Track 2.
Have your master video on Video Track 1 directly below.
Keyframe the Position property of the water droplet on Video Track 2 to move as wanted...See Motion Panel expanded, Position property Toggle Animation in the Show Hide Keyframe Control workspace.

Thanks for the follow up.
1. The water droplet png (water droplet on transparent background) is imported into the Expert workspace and Video 2. Your background image is on Video 1 directly below that.
2. Then select the water droplet png on Video 2, and go to Applied Effects/Applied Effects Palette/Motion Panel Expanded.
3. You want to keyframe the Position property of the water droplet so that it differs across the duration of the clip, presumably in a downward direction.
In the Show Keyframe Controls view, you should see this at the start
The Show/Hide Keyframe Controls icon (to the far right of the line with name Applied Effects) controls the view.
To initiate the keyframing, the Toggle Animation icon is used. That is the second icon going from left to right on the line with the name Motion.
General principle after you hit Toggle Animation....each time you move the Timeline Indicator (going left to right) and make a change in the Position property, a Position keyframe is created. You can change the Position in the Motion Panel or change the Position on screen in the Edit area.
